24. General Grievous

This might be the first pick that draws some ire. People love Grievous because of his awesome design and cool fighting ability. These things are true. Having four arms and lots of lightsabers makes for a pretty intimidating villain. On top of that, the idea that he’s a master Jedi killer makes him scary as all hell.

The problem: This guy gets his cyborg butt kicked all the time. In Revenge of the Sith, he basically runs away then mildly contests Obi-Wan and dies because he’s incompetent. In the Clone Wars, he similarly sees all his plans failed and then runs away. In fact, the older and lesser known Clone Wars cartoon is where he’s the best. His voice is chillingly scary, and he actually kills several Jedi and a ton of clone troopers.

Go watch that series if you haven’t. It’s old and the animation is dated but it is a lot of fun.

Anyway, Grievous also does not have a particularly compelling character.The only emotional thing is that Dooku blew up his ship to make him a cyborg. That’s about it.

But he’s just so freaking cool, and his crazy anger makes him a frightening force. He’s also pretty mysterious in the films, given that he is just thrown into Episode III with no explanation. He may suck at actually completing evil plots, but just flashing four arms and four lightsabers in our faces makes him a fun evil robot.
