49. Sly Moore

Sly Moore is always seen in the company of Chancellor (later Emperor) Palpatine. In Attack of the Clones and Revenge of the Sith, the Umbaran served as Palpatine’s administrative aide. She continued to follow him when he declared the formation of his Empire.
Little is known about Sly. According to the Star Wars Databank, the rumor in her circles is she possesses supernatural powers. The Star Wars in 100 Scenes visual dictionary elaborates on this tidbit, saying Sly may have the power to influence minds. So it is possible the Umbaran is Force-sensitive. Palpatine is smart. Who better to have as his political aide than someone who can influence the Senate members to do his will?
More importantly, though, Sly is the first Star Wars female villain. As a person of unknown mental powers and an unnerving physical presence, she clearly chose to become a servant of the Sith. Though she has no lines in the films, Sly’s agency and cool look put her in at 49 on our list.
