13. Peggy Carter
Essential to the rise of Earth’s mightiest heroes are the characters behind them. One example is Pepper Potts to Iron Man, and Peggy Carter to Captain America is another. Whether as a leading member of the Strategic Scientific Reserve or S.H.I.E.L.D, Carter has always been at the frontlines of fighting against HYDRA or any other threat that lied ahead.
If it were not for Carter, the Super Soldier project would have never started and Captain America would likely be far from the man he was. However, even after crossing paths with Steve Rogers, she forfeited — at least at the time — a life with him in favor of ongoing support of S.H.I.E.L.D., placing her in a position to become its director. Carter rose above all of the people looking down on her and earned great respect because of it.
This advancement though and that reputation came in large part out of her personal attributes. She is strong, builds connections and, like others on this list, bends the rules when the situation calls for it. And without receiving the chance to show it off too much, Carter is a skilled combatant as well. All of that would make her a valuable asset to the Jedi Order, both in who she is and what she can help others become.
